Who he is

Count Binface is a satirical independent candidate: the on-stage and on-ballot persona of British comedian Jonathan David Harvey. Harvey previously performed as Lord Buckethead until 2018, then retired that character and created Count Binface, an independent intergalactic space warrior and leader of the Count Binface Party.

He introduces himself as leader of the Recyclons from the planet Sigma IX. His hobbies, he says, include invading star systems, dominating inferior species, and the Lovejoy box set. He addresses the electorate as "humans". All of this is delivered completely straight, which is what makes it work.

What he actually stands for

Underneath the bin is a genuinely sincere civic project: getting people to vote. The long-running message is "Make Your Vote Count", and it is meant. Count Binface campaigns for electoral participation, treats every ballot as worth casting, and has donated fundraising surpluses to the housing charity Shelter.

That is the switch this whole campaign runs on: make you laugh, then ask you to take voting seriously. The joke gets you in the room. The ballot is the reason you were invited.
