He is the persona of comedian Jonathan David Harvey, who previously performed as Lord Buckethead until 2018. An "independent space warrior" and leader of the Count Binface Party, he stands on a platform of pointed, plausible pledges (a 99p cap on 99 Flake ice creams; abolishing auto-renew; building at least one affordable home) with a sincere core: getting people to vote. Fundraising surpluses have gone to the housing charity Shelter.

Count Binface is a satirical independent parliamentary candidate, currently the sole declared challenger in the Clacton by-election. He entered the contest after five parties (Labour, the Conservatives, the Liberal Democrats, the Greens and Restore Britain) declined to field a candidate against the seat's former occupant. He is the on-ballot persona of British comedian Jonathan David Harvey. From 2017 to 2018 Harvey performed as Lord Buckethead, contesting the 2017 general election in Maidenhead against Theresa May; he later retired that character and created Count Binface, an independent intergalactic space warrior and leader of the Count Binface Party. Binface describes himself as leader of the Recyclons from the planet Sigma IX and addresses the electorate as "humans", all delivered with a straight face. His electoral record spans general elections, by-elections and two London mayoral contests, including 24,775 first-choice votes in 2021 and 24,260 in 2024. His manifestos pair absurd, memorable pledges with a genuinely civic purpose: the long-running "Make Your Vote Count" campaign for electoral participation. Documented pledges include a 99p cap on 99 Flake ice creams, abolishing auto-renew on online subscriptions, and building at least one affordable home. Fundraising surpluses have been donated to the housing charity Shelter. In Clacton, the campaign's message is that five parties declined to stand and one candidate turned up.
